If I only drive car once every other year what should I do with fuel system if I know I am only going to drive car once every other year?

Yikes.. LOTS of stuff needs to be done...
Fill the gas tank too the very top. Add fuel stabilizer. Change all fluids (oil, coolant, etc) wash the car INSIDE AND OUT! Wax it.

Fuel stabilizer is only good for 12 months, but topping off the tank will minimize problems.

The most economical thing for you to do is to SELL THE CAR and rent one when you need to! That way you avoid all maintenance issues as well as insurance costs etc etc.

Fuel stabilizer is only good for 12 months, but topping off the tank will minimize problems.
STA-BIL is good for 24 months if the dosage is doubled and it says that on the container.
