Well, the name kind of speaks for it's self... What is the best (most effective without going streaky) fake tan for fair/medium skin?

Try a gradual lotion. Buy the kind that is specifically for fair skin. Apply once, wait until the next day, and if you want a darker tone, apply again. Repeat until you are the desired shade.
