I've been working as h2b housekeeper for 3 consecutive years, and I know that I'm qualified to apply for housekeeping supervisor, my question is, is there any limitation for h2b workers to apply for the said position, what if I got the position, will it affect my application next time I went back home.

H-2B is for temporary non-agricultural workers. I don't think you can apply for the new position since you have reach the maximum term of 3 years. Consult your employer's attorney...
