If you are replacing existing fixtures than no, you do not need a permit to replace existing fixtures in New York. If you are talking about installing new fixtures in new locations, than yes. You need to go to your town hall building department, and expect to pay between $100, and $200, depending on the extent of your renovation.

The above post is correct. For new installation you need a building permit. Replacing fixtures you don't.

Your plumber should be able to assist you in the permit process.

As stated, yes your plumber will need to file for a plumbing permit if you are planning on installing a new 1/2 bath (toilet and sink) to the 3 bdr. Home. A hand-sketch blue print will usually be enough for a 1/2 bath.

You should also plan on filing an electric permit as well as you will be required to install a ground fault interrupted circuit outlet(GFCI) next to the sink and a ceiling fan... ;)

If you plan on opening up floors at the bathroom or bathroom is on an exterior wall you will also be required to pull a building permit as these guys are required to be sure that the exterior walls are insulated and the floor joists have not been butchered by unqualified people.
