Is it possible to vote usa and france as dual citizen? If I was an 18 yr old. US citizen living and going to school in France as a dual citizen, could I vote for US pres. In the fall and still receive my carte d'identite in france? Do I have choose a citizenship set of rights to be in one country?

Yes. Usually if you have US citizenship before other countries, you aren't really required to give up a citizenship. For my family side, my parents emigrated from Taiwan to US; they were required to give up their Taiwan citizenship in exchange for US. Once my parents were granted US citizenship, my father re-applied for Taiwan citizenship.
