We can't answer that withoiut knowing more about the situation. Who has custody? Is there a court ordered visitation schedule? Are you the legal father? etc.

Is it the ex girlfriends child, or the child of you and another women?
Is there any custody order in place, whose name is on the birth certificate.
If a custody order in place, does it say anything about taking child out of state

If there is no custody paperwork in place, she can certainly take the child out of state for a visit or permanently.

Second, what the heck are you talking about.I said we couldn't answer without more info. How can I give examples when I don't KNOW the situation. What's your issue? You join today and the first thing you do is make some off the wall comment?

Try the search feature - this question is asked several times every day.
In the meantime no one is going to give you a long explanation of every possible scenario in every State.
What are the circumstances?
(Your comment is unwarranted and undeserved.)

If this is you child and you have not been to court to file family matter papers she does have the right to take the child out of state and but on the other hand if this is your child you have the same right to do it as well you have to have a court hearingto stop anyone from taking a child to another state. If you can prove it is your child , hope this helps some .
