I live in a studio apartment that is attached to a main house. Whenever I use my toaster oven or microwave at the same time that the home owner has on her hair dryer or space heater I blow a fuse or whatever, and have to go and switch off & on the circuit breaker. Is there a way to upgrade or changed the electrical in my room to another circuit that is not the same and the electrical outlets that are being used upstairs? So that we can have all these things going at once and not blow the power?

If the Panel has space, and you can get wiring to Studio, sure. Physical layout of things, may be easier to run New circuit to theirs if closer to panel, cap your circuit off so it is not on same circuit.
