I live in a cinder block house and want to cut out a hole for my cat pet door. Can I do this if the wall is not a load bearing one?:confused:

This should not be a problem. Just be sure that you pick a section of the wall that does not have steel rebar and cement in it. About every four feet of wall the cell is filled with rebar and cement for structural stability. If you put in a small dog/cat door, vertical reinforcement of the hole should not be necessary. If you install a big dod door, you might consider putting a welded angle iron frame, inserted from each side of the hole to add strength. This might be overkill, but can provide peace of mind.
