Can you advise on the following: A two bedroom terraced house,the bathroom soil pipe is vented into the attic space in a 4 inch plastic pipe. The extractor fan, ceiling mounted is covered by the attic insulation. There are two vent roof tiles with nothing attached. Should the fan and soil pipe be connected using flexible piping ?

Absolutely... in both cases! In fact, unconnected soil pipe is illegal and a health hazard as it is a direct connection with the main sewer drain lines and allows sewer gasses from sewer to enter into your home... so definitely connect this ASAP! It should be piped solid 4" to be a legal connection.
The extractor fan... is a bathroom fan.. yes? If so then yes connect this as well as it is spewing moisture into the attic and that is not good for the ceiling or the joists, etc. This can be a flexible connection.
These need to connect out the roof tiles separately!

Nestor, I think that fan is called an exhaust fan and like Mark says, they both need to be connected to vent stacks that exit through the roof.
