Can someone please let me know, I was born here in California but when I was fourteen y/o my parents decided to move to Mexico and I finished high school over there and decided to come back for College. But I need to know is a high school diploma from another country valid here in the U.S?

It should be recognized as being a diploma. But, whether it is valid for entry into an institution of higher learning might depend on the high school courses that you took and what the college requires for entry. As such, it would be best to be contacting the institution or institutions where you want to further your studies.

Depending on the requirements of a particular institution, it may be that they will have some remedial courses available for you to take for you to catch up for the requirements that they have while you might still be able to be enrolled as a college student.

If you graduated high school and got a degree it's valid in ANY country...
