Then one day, in my 20's she fell off the face of the earth. I even hired a PI to find her and had no luck, he even gave me my money back because he felt so bad for not being able to help me. He said its difficult to find people who don't want to be found. Does anyone have any advice on other routes I can take?

Perhaps she changed her name, or is married, or has passed away? P.Is don't have access to those types of documents. Your best route is to post an ad in the newspaper, in her last known city, asking for information on her whereabouts. Best of luck!
