A few months ago I observed someone doing Meth at my place of business,called the police and he was arrested. During the arrest was necessary to call ambulance and he was taken to hospital where I work parttime and my sister is an RN. Later that night she called me to find out what happened and we discussed what I had done and that I had heard through gossip that his shoulder was dislocated she stated that it didn't seem to be dislocated when he came in... her own opinion because she wasn't his nurse or didn't see his records... is this a violation?:confused:

You could tell her about calling the police and doing the meth, and even sending him to the hospital.
But the issue after that is, how did you find out about the shoulder, there is no gossip of health records, if there is , that is a Hippa violation. So it appears who told you, violated it, and perhaps you violated it telling someone else ( if you are a medical personnel at the hospital) but it was violated at least once when you were told

Wasn't told by anyone who worked at the hospital was told by someone who witnessed the arrest...
