Does my current state or the receiving state make the ultimate decision whether my probation transfer request will be accepted or not?

BOTH. But, they have RULES they have to go by. They don't make stuff up...
Let me rephrase that. If YOU don't know the rules, and they DO make stuff up, you'll never know if they did or not. So, go read the treatise on probation transfer that I wrote, and follow it. It's at the top of the criminal law page on a "sticky note".
If you need to get the rules from the receiving state, then do that too. However, if you meet the criteria of the sending state, you'll meet the criteria of the receiving state - probably.
The bottom line is, don't leave anything to chance. YOU run YOUR probation. Don't let THEM do it for you.
