If you can contact him, ask him to give up his parental rights. If he refuses, go after him for as much child support as you can get. That won't MAKE him give up his rights, but it's pretty good blackmail. If you are unable to find him (and a lawyer will be able to tell you what constitutes "good faith" in your state) then you can proceed with filing adoption papers.
