Hi,
Is the plumbing that is in place for the under counter dishwasher able to handle the needs of an under the counter front loading washing machine?

No. You only have hot water supply to the dishwasher. You will also need cold water supply for washing machine and need to change drain

Im not sure what your local codes require or exactly what type of machine your looking at but my guess is probably not. Im not all that familiar with undercounter washers but it seems to me the drainage would be your biggest issue. Most dishwashers in the us employ rather small drains which either hook into the sink plumbing directly or are routed through a garbage disposal. I can't image this being adequate for a washing machine of any sort. Most washing machines require a 2 inch drain , most sinks run a 1 1/2 drain and yes when comes to drainage that 1/2 inch makes a huge difference.Post back and let us know exactly what type of machine your looking at hooking up it wouldn't hurt to check your local codes to see what they say.
