I agree with ScottGem. Much more information is needed before coming to some kind of conclusive and decisive answer.

There can be any number of kinds of "shops" that a person might open. Depending on the kind of shop it is, some of them might not require very much start-up monies at all.

You are right.
Some shops don`t need a lot of money to be opened but when you write your business plan you must include your opening cost including merchandise and equipment. Also your rent for few months in advance, money for advertisement, salaries and all other small expenses. So if you open a new store with fast selling products with good profit on them and if you have a lot of costumers form the start of your shop YES you need little start-up monies but in fact, if your shop is just the same kind of all other retail shops you need more money for start and survive.

So please provide more information and we can discuss further.
