Red and Black are usually hot, In Europe blue may be neutral, and ground is usually green or green with yellow. This doesn't Sound? Like a power cable.
Can you read manufacturers Name and Cable type on cable?

You could always ring them out. Grounding wire will ring to the metal case( org) the
Load will have a resistance between two conductors (blk/red) the neutral will have a
Different resistance between itself and two conductors(blue)
