Ok I live in Maryland and wanted to know if there is anyway for my mother to adopt my little brothers unborn baby. He doesn't want the child and he doesn't want to sign the rights over either. Is there anything that my mom can do to adopt the child herself?

I'm not sure, but please check back frequently. We have allot of experts on this site, unfortunately there isn't always someone available when you post, so keep checking and hopefully someone will have the answer for you.

Good luck. :)

To start with the details you did not provide :

Why has the child to be adopted?
Are the parents married or not?
What is the position of the mother?
What "rights" should your brother sign over? Unless he is married to the mother he has no rights yet.
He only gets (visiting) rights if a DNA test shows him to be the father, and he pays alimony for the child to the mother.
If unmarried the mother should bring up the child, and she can ask the Court to force the father to pay for the upbringing.
She also can give up the child for adoption. Whatever your brother thinks about that is irrelevant, unless he has (gets) any rights.

Your mother should discuss this with the mother-to-be, and make arrangements if both sides agree. This should than be approved by the court.
Go to a good attorney (expensive) or go to the nearest University , Law Department , for free advice !

Good luck with all of you !
