I have a 1992 civic Hb that will not start.. I have checked the MAP sensor and done the test on the CEL and I guess I have determined that it is the ECM?. But if it is the ECM will I not have fuel at the filter or the rails?? And will a new ECM fix the fuel problem??

Thank you!! I am really struggling with this one!!

If the ECM is bad, you won't hear the fuel pump run, since it will prevent the main relay from working properly. Since the fuel pump won't run, the fuel rail won't be pressurized.

What were the results of the K-Test?
