I have a painting that has a marking in the right hand corner that reads," COPYRIGHT 1936 CAMILLA LUCAS NYC USA. On the bottom left hand corner it reads,"Ruelle a` Bruges. Across from it on the bottom right hand corner it reads, Philippe. The painting is in very good shape and looks to be in the original framework and backing. Can anyone tell me about the painting?

Most likely you have something that was produced by the Paris Etching Society. What others numbers and/or letters can you see anywhere on the print, back or frame, please? There are some of those that can have a pretty good monetary value, but usually not.

The information as gleaned via the above referenced link by Curlyben is quite good! As such, I would suggest taking a look as to what is on it.

If you click on the following search, you will also find links to sites where Paris Etching Society prints are for sale. Finding the prices on the links might give you an idea as to the price ranges that your print might fall under if you find similar styles of prints.
