Someone broke into my neighbor's house and stole her expensive jewelry. She did not keep any record of the jewelry. She has made a police report. I'm guessing that the homeowners policy will pay, to certain limits and possible a deductible.
Do you agree?

Can't address her insurance policy but in many cases there is either a large deductible or no insurance without a rider.
A great deal will depend on what the Police say - I've seen claims denied on the basis there was no forced entry.

I hope that she had included her jewelry in her homeowner's policy by giving the insurance company a list. Some policies can be picky and want you to list any big ticket item and jewelry would fall in that category if it were all real jewelry and not costime.

When taking out her policy, surely she would have made a reasonable list of what her valuables were worth,which would enable her to choose the right value policy for her home insurance.
If this is the case then the money will be there to cover all household contents including the jewellery, unless of course her policy specifies different rules regarding very valuable items such as jewellery.
Basically it's down to the small print in the policy.

It will depend on the policy, and its limitations, and how much of a claim this is,
