Did you ever find out how to locate your transcript? I'm in the same boat as you. I graduted in '87 and need my transcript too. I cannot find anything on the web about Jan Rabb either. Do you recall who the Dean was?
I found an answer to a similar question re: transcripts and they suggested contacting the state department of education.

I've done some more searching and came across some information from the Texas Workforce Commission. It indicated to contact the following institution:

I attended Denver Business College and graduated with a Graphic Design Diploma in 1990. I have just completed my studies for my AAS degree in Applied Management from NAU however I have found out they are still waiting on my official transcript from DBC and I cannot get my degree until then. I hate to tell anyone this, but I also attended Executive Secretarial School. The Court Reporting Institute of Dallas told me they do not have records going back prior to 1994. It seems ESS was shut down by the government not too long after 1994. When I questioned a community college about the courses I took, because I was told they were transferable by ESS, I found sadly that they were not. All the money spent for those classes were not going to be useful to further my education, I would have to start over.

OK a college can hold your official transcript because you have blance with the school what do you do if the blance is to high
