I live in Chicago, Il. I want to know how to file a small claims suit against the builder who destroyed my property and has not restored it.

The forms and instructions are available at your county court house.

You simply fill in the form, state the amount in damages you are seeking, and describe why you feel you are owed the money.

You then pay a process server or the sheriff to serve the notice on the defendant.

You then show up for the hearing, present your evidence, and the judge will decide the outcome of your case.

If you are awarded the judgment, then you can take the steps to enforce it, including but not limited to garnishment of wages, and liens against property, if legal in your jurisdiction.

Yes, you file at the small claims court for your area. But you don't really want a lien, you want money, you want to attach some bank account or something

First you go to Small Claims to get a Judgment. Then during the attempt to collect you can attempt to lien on property. It's not all one procedure.
