Check the wiring right at the GFCI to make sure you are sending power out to the exterior outlets. If the power is leaving the garage GFCI then go to the first downstream outlet and check the wires coming into the box. I suspect that a wire has shorted or come loose in one of the exterior outlets and this is the reason the GFCI popped in the first place. The first downstream outlet is the most likely problem, check there and be sure to treat these wires as HOT.
