To burn fat, you need to do some cardio.
But exercise-wise, for the areas mentioned, squats, lunges (sp?), leg lifts are good as well as the "stairmaster".
I would recommend various forms of aerobics (water excercises, traditional, walking briskly w/arm movement, etc.) so you can burn that fat.
Lastly, watch those calories (especially "empty" calories) and eat quality, nutritional foods.
