Any amount of rock is unacceptable. If a toilet rocks it can rupture the wax seal and allow sewer gas to enter your home. The toilet must be pulled, the wax seal checked and replaced, if necessary, and the bowl shimed and leveled. You may purchase plastic shim at your local hardware store. Good luck, tom

I thought for a moment that the OP found a really cool toilet. "rocks" being a good thing.

Only if it's done by Grace Slick, The Led Zepplin or The Doobie Brothers.
OOPS! Did I just date myself?

Use shims as suggested above. Also after your toilet is installed, you can caulk it along the base of the toilet. Caulk will fill in gap between bowl and floor and will take care of "rocking".
