This link may provide the information you are looking for.
American Pit Bull Registry is everything Pit Bull - Pit Bull and pet insurance (http://www.pitbullregistry.com/pitbull%20and%20other%20pet%20insurance_.htm)

Although the Pit Bull Registry might have the info you need, you might also want to contact the Ohio Department of Insurance for a company recommendation (the OH DOI is very informative, in my opinion... a very knowledgeable and helpful group of people, in my experience).
What you're looking for is a property/casualty insurer who will write a liability policy for a Pit Bull owner who's also a renter. Could be a tough policy to find, since Pit Bulls are considered vicious (high risk liability) dogs by a lot of companies (and that view is reinforced by the city's requirement of the insurance) and renters are typically considered to be less responsible/financially stable than property owners.
If your daughter gets the dog into some kind of certified obedience training program to prove it has been trained to be well behaved, though, that would increase her likelihood of finding an insurer who will write the policy at a reasonable cost. Doing that shows her to be a responsible pet owner and everybody involved (the insurer, the city, her landlord) would be a lot more likely to be accepting of the dog if it is certified as well behaved.

I am an agent in Ohio. I have not found any companie yet that would cover that. Try Agents Choice Insurance Company they may be able to point you in the right directions. I could not right any polciy at all with pits, rots, dobbermins. Even with insurance on the dog. Insurance companies do not want that liability. Sorry I could not help any more than that. You can also check with the local APL also
