I'm not quite sure what you are trying to do here.
Microsoft Word will import jpg files directly (Insert->Picture->From File), so there is no need to even involve (the awesome) Irfanview (http://www.download.com/IrfanView/3000-2192_4-10021962.html?tag=lst-1&cdlPid=10865169).
(Please consider sending a little cash to Irfan--he is a really neat guy in Bosnia, and a great programmer.)

Once the image is in Word, you can save it in .doc format, or by installing a virtual printer, such as PDFCreator (http://sourceforge.net/projects/pdfcreator/) you can "print" the file (from either Word or Irfanview) as a pdf.
Hope this helps,

Install PrimoPDF, a printer driver you can use from within ANY program:
Free PDF Creator - Convert to PDF from Any File You Can Print - PrimoPDF (http://www.primopdf.com/)
Open your picture in IrfanView
File > Print
Select PrimoPDF from the Printer options at the top
Print!
Side effect of this is you now have the ability to create a PDF from any program, since it's a printer driver.
