Was she put on probation? Did she complete probation? Did she leave the State and there's a warrant out for her?

Has she contacted IL and asked why she hasn't been able to get a license since 1968 - 40 years?

The Statute of Limitation is the time during which you can be charged with a crime. This does not seem to be a statute question.

As Judy said, this is not an SOL issue. What your friend needs to do is contact the Kentucky DMV and ask why she is being denied a license and what she has to do get it.

He did they told him it is because of the DUI he got in 1968 and that is all they told him. That is why I'm on here trying to help him.

Then there is no Statute - he will not get a license in any State until he cleans up from the first violation. If he wants a license he must straighten out the original ticket.

In most States there would be a warrant out for his arrest.

He's the only one who can straighten this out and that's by addressing the original charge in the original Court.

That's what happens when you flee a criminal charge. Illinois and Kentucky DMVs obviously have some reciprocal arrangement. As long as there is an outstanding warrant in Illinois, he won't be able to get a license in any state (which would be most of them) that has such a reciprocal arrangement.
