I also like my next door neighbor. He flirts with me constantly! But he never has made a move yet and I am to scared to ask him because if he ends up not liking me I don't want to ruin our friendship that we already have. Another problem is his sister and I are good friends and I don't want his and my relationship to affect his sister's and mine too. And my brother and my crush are friends too. And lastly I am not allowed to go out with anyone.
How am I supposed to find out if he likes me, how do I keep my relationship with his sister, and how am I supposed to go out with him without my brother and parents finding out!!

There is a good reson your not allowed to date, you are to young. I know that is lame, and sounds like your grandma or something but is the truth. Look if you have to hide the relationship its not worth it, your parents are trying to keep you safe, it might be annoying now but you'll understand why eventually.
For just keep the friendship no need to complicate matters, if he likes you he will eventually come forward be patient.

Reality check. Life doesn't work that way. Life is cause and effect. You do one thing and other things CAN and DO happen as a result.

Since you do not have permission to date yet at all, flirting is all you need and you can safely pursue that all day long without risking much at all.
