Merely not visiting and not paying are normally not grounds to take away his rights. Has he been to prison ( reason in some states) But he will have to agree and sign over his rights, and/or not appear and object if given notice of court. Often if you will push the child support order you have in place, see about getting his drivers license suspended for not paying, see about having him put in jail for a week or two for being behind, put pressure , get a garnishment of his pay check. Then he may be more willing to sign over the rights

Please note it can take several hours, sometimes even a day or two to get several good answers none of the experts here are paid, and answer as they have free time to do so.
But yes if you have additional info to post, you answer your own question and post the additional info

You can check with a local attorney and see what the exact rules for taking away the fathers rights, they do differ by state and new rules are done every year. And to be honest sometimes it can also depend on if he fights it and if the judge will allow it.
Some states have being in prison, others have other crimes committed, but unless he will just sign it over, it is hard. I would think he would get tired of being in jail
