We were outside and out of nowhere his head involuntarily was tilting back,(like equilibrium was screwed up) then he started yelping like he was in terrible pain. Any suggestions, besides the obvious which I cannot afford presently!

Take him to a vet

Did you recently give him a bath? Possible that he may have gotten water in his ears.
