They are two separate issues and you should not withhold visitations because of child support
That basically is using your child as a bargaining chip
What does your child support orders say?
You need to take him back to court and get it reinforced.

Yes, these are separate issues. If you have a Court Order for support and he is not paying, then you need to go back and get the Order enforced.

If he is paying (or, in your case, NOT paying) voluntarily, then you should get a Court Order and address visitation (or a change in visitation) at the same time.

Which State are you in?

Yes; here is an article of interest about unpaid child support and its affect on families: Collecting Child Support (http://financialplan.about.com/cs/familyfinances/a/ChildSupport.htm)

Your ex not making his payments does not stop him from still having his rights. If he is not paying you have the right to take him back to court and try and him found in contempt, you have the right to get with child support enforcement and see if they will try and take his drivers license away ( if your state does that ) or if they will see about having him put in jail.

If you refuse visits, then he can take you to court for failure to obey the court order also.
