What is the proper step by step procedure from shutting off gas to turning it back on when installing a shut off valve to the stove gas line? When one shuts off the main gas do I need to wait any length of time before I remove the existing connection on the stove and add the new shut off valve? Do you bleed gas lines like you would water lines? Once I attach the new valve and flex pipe to the new cook top, I can restore the main gas supply, then I need to make sure all gas appliances have a restored pilate light-correct? Is a gas poxy the only connection requirement besides the right tightness on all connections?

Shut off your gas at the gas meter. Gas system past gas meter, on your side, has only about 0.3 lbs of pressure. Yes, you can remove the gas valve immediately. Install new one and connect the stove. Go to your gas meter and turn gas back on. Turn on your stove and wait few seconds. Stove lighter will click for few seconds before gas comes on and your burner will light up. Just a reminder: don't forget to re-light your water heater pilot light.

In addition to Milo's post... don't forget to TEST your new gas shutoff and any new connections on flexible connector with a homemade soap/water solution just to be on the safe side. A 25 soap/75 water mix in an old spray bottle works best for this!
Also, don't use any pipe dope on the flexible connector FLARE JOINTS... use a nonteflon based pipe dope on all threaded fittings, even at the threaded joints of the flare fittings... just don't use the nonteflon based pipe dope on the flare joints themselves... ok? The flexible connector will have a tag on it stating this fact clearly!
Good luck... MARK
