Can a regional manager change the corp policy for just a few cities then fire people for reasons under his new policy

Not as far as I know - or there would be no point to corporate policies. Of course, it depends on just what policy is/was changed.
Is this something covered by an employee manual?

Corporate policy must be changed by corporate HQ for all employees. Exceptions can be made for specific regions under certain circumstances as long as its not discriminatory.

Hello can:
Legally, unless you're a union worker or have an employement contract, your manager can fire you for any reason whatsoever, even if it's against corporate policy.

Hello again, can:
If you have a specific problem, it's best to tell us what it is, instead of asking questions piecemeal like.
I should have qualified my response to say, that with the exception of a few protected classes of individuals, he can fire you for any reason whatsoever.
An older employee IS one of those protected classes. If that's what happened, it's a LEGAL issue - not a corporate POLICY issue.
Give us the details, and we'll tell you what to do.

excon is right. Your last post presents a different story than your first post. Assuming this manager functions in an at will statement, he can fire almost anyone for any reason. The only prohibitions are if the person is in a protected class. Even then its often hard to prove.
But he can't alter corporate poilcy then use violations as a cause. For example. If corporate policy is 10 sick days per year, he can't change it to 7 then fire someone who takes an 8th day.
If it can be proven that he's firing older, higher paying employees while keeping younger lower, earners, then the corporation (not him individually) can be sued.
Have you expressed your concernes to HR?
