What happens when HHO is introduced into an internal combustion engine via the intake air flow. What is the chemical process when this gas combines with the fuel?

If you're talking about water, H2O (HHO), it will not react with fuel. It will, however, add its heat capacity to that of the fuel and thus will reduce the maximum flame temperature.
