Any connection to any server (including VPN connections) has to pass through the Internet. In reality, when you visit any Website, your actually connecting to an IP address. Typing in a Web address simply has your computer ask a DNS server where that domain name is located.

So, unless the server you are trying to connect to is inside of your own network (on your side of your SO/HO router), you have to use your Internet connection and that connection will be limited in speed to what your Internet Service Provider allows.

Well, if you have the cooperation of the server's owner, you could install a private line (e.g. a T1) between the two. Expect to pay hundreds of $/mo for this. Most likely it'd make more sense to spend that money on a better Internet connection.
