Do the police have the right to use my cell phone without my concent?

I guess its allowed if they find a cell phone and call "home" to see if they can contact the owner. Not knowing what your situation is, I really couldn't say.

As noted it depends on the circumstances and how the phone was used. There is not black and white answer here

Well, lets see if you are a druggy and they wanted to call your supplier, I'd say they should. If they you haven't been using the cell for criminal activity and they just want to call an order into Dominoes Pizza, then no. But I doubt that is the situation. We need more details.

Police, or any other agent of the government, do not have rights as a group. The Constitution only grants rights to individuals and establishes the government with each branch being empowered to do certain things.

Since the question does not go into detail it would be impossible to say whether the police rightfully used your cell phone or not.
