Well first for taxes it is not a foreclosure, properties that are being taken for taxes are sold for back taxes and do not go though a forecloure procedure, Most homes with mortages will not go for taxes since the lien holder normally pays the taxes and if not paid back will end up being foreclosed for not paying their payemnts.
Tax properties are sold at auction by the county ( state in parts of Mich) at a yearly auction. You can get a list from each county prior to the sale, but many of those properties are redeemed.
Also each state has its own rules as to the sale, some you get the deed at the time of the sale, in others you have to wait 1 to 3 years after the sale to redeem the property from the sale.
