I have filed my 2007 tax and I do owe money I know the IRS will take my $600 rebate and apply it to the tax I owe, but how come the IRS sent me a letter stating that I should receive my rebate by June 20. This is confusing so should I expect my refund to come by mail soon or is the a letter sent to me in error. I tried to call the number they gave me, but forget that I can never get through. I'm wondering if anybody else is in this same boat with me. Please advise. Thank you

Based on your tax return, you are eligible for stimulus rebate, and the date for sending the rebate is around June 20, 2008.
The actual sending of tax refund and stimulus rebate is taken care of by a different department. This department will check if you owe taxes or not. Since you owe, you will not get the rebate.
