Does anyone know how I could locate someone who is on parole?

Do you know the jail they paroled from... or maybe the city/state they are in?
If so.. you could make a couple of calls to the prison asking which probation officer this person would be assigned to upon release... and then call the officers looking for your parolee... they might be willing to help you out depending on the reason you're looking for this person...

This may vary from State to State but in my area - NYS - this is private, privileged info - the parolee's mother can't find out where he/she went.

I'm not even sure if this varies just state to state or probation officer to probation officer... a friend of mine here was trying to track down her ex husband for child support purposes and had limited info on him, and she made a friend out of his PO who not only notified her when PO had info on ex; but also called if PO had questions about ex's current job and/or living situation and/or relatives in town... They seemed to have a working relationship in regards to her ex, and information traveled between my friend and her ex's PO whenever it was available...
That's why I said, depending on the reason one is looking for a parolee, she might find a sympathetic ear somewhere down the line...

I was a parole/probation officer for 13 years. If the issue is failure to pay child support, contact the main parole office in your state and I will guarantee you that they will contact the parolee through the parole supervision agent as failure to pay child support is considered contempt of court (failing to obey a court order) and is a violation of parole and probation in my state, and, I assume, most others.
In my state one of the conditions of every parole and probation order is "obey all laws." This has been held to apply to court orders as well as statutes.
They may not directly tell you where the person is, but they should start the papers rolling to report the violation of parole which will aid in bringing an action for failing to pay the support, and you might consequently learn where the person is. You will likely be asked to provide documentation showing that the support has not been paid, usually obtainable from a state child support enforcement agency.
