I am looking to purcahse a used pool with a small rip on the bottom of the steel wall. I would like to know if i could seam this area like the original seam from the manufacture?

I don't honestly think I'd take that pool for free. I have not run into any seam or wall repair kits so you might have to use pop rivets to secure a thin galvanized sheet metal patch on the inside before the liner goes in. If the rip reaches all the way to the bottom edge and through that edge this pool was installed wrong or the track moved which is pretty darn difficult to do.
