Sounds like their main problem is they need to learn to communicate better
Like she could ask him do you want me to call you later? Or can I call you later?

Ok I had the same problem with my friend but why don't you call him on your phone when you are together and all talk that's what I did when my best friends wouldn't call her boyfriend and it sounds to me like she really likes him and don't want to mess up or bug him but trust me 1 time of calling won't hurt anything!!
