Can I attach his house now?

Can I go to the city hall and do it myself?

If the agreement says that he agreed to a lien, then I suppose you could do it now. If it doesn't, then you'll have to sue him and hope for the best.

The purchaser signed a contract, but we have not way of knowing the terms of sale; it the deal has gone sour, as excon has said, "...sue him and hope for the best." If you are successful, have the judgement recorded, which will constitute a lien against all his property. You will do well to get an attorney if you are out a lot of money.
