The state can put a lien on your social security for any unpaid tax, yes, but don't you pay cigarette taxes when you buy the cigarettes?

She MAY be talking about taxes owed as a vendor or seller of cigarettes.
As for putting a lien on Social Security, probably not, if you can show that the Social Security income is needed to maintain your standard of living above the poverty level.
