Is it okay to put your arm around a girl that your not going out with?

Well, it depends. If the girl is already with someone, then I would say, not a good idea. But if she is single, and a friend, sure, why not :)

I asked her for you and she said it was OK.

It's fine... But I wouldn't do anything more than offer a friendly hug to someone I wasn't dating. Also, check her body language before getting any closer. If she cringes or pulls away, leave her be.
