Are there any rules against a 501c3 utilizing its budget to set a new line for another non-profit to utilize? The original 501c3 money would not be utilized by the fledgling group and the money would be kept entirely separate but identified in the existing budget.

Please clarify - what do you mean by "set a new line? Do you mean that the first 501(c)(3) is establishing a new line item in its operating budget to reflect payments to a 2nd orgaization? This is certainly permissible, as long as it's in line with the 501(c)(3)'s mission, and is approved by board vote. I don't understand what you mean that this money "would not be utilized by the fledgling group" - so what's the point?
