My understanding is a warrant will be issued for the violation and warrants never expire.

No. A warrant has probably been issued for the person's arrest. The next time they get stopped by the police or go to renew their driver's license or go through an airport, they will be arrested.

In addition to the above, I'm assume you mean that the violation has been reported to the court and the court has already taken action, such as issuing a warrant. However, if a person violates probation, the PO generally has until the expiration date of the probation to take action on it.
