Is there a way for a convicted felon to get a passport?

Apply, felons can get a passport, BUT... the issue is the visa to enter the other nation.

You can get a passport if you are a felon like anyone else. Just be sure that you are not on probation when you want to leave the country.

You can apply for a passport unless you owe child support, restitution, or you are on probation. The issue is not about passport, it's about visa. Contact the consulate before you go to countries under visa waiver program, or your visa upon arrival maybe denied.

Apply for a passport. Check to see which countries you can go to through the place you apply for it. If they do not know they can connect you to someone that will know!

So, why would you not be able to get a passport if you owe restitution? Let's say you are on probation and you owe restitution, shouldn't you still be able to get a passport? I thought the issue was with regard to not being able to get a visa in the country you are visiting, if you needed one.
