I have received a citation that I am being sued for a credit card debt, I live in Texas I heard that the only they can do is take money out of my bank account, also that Texas does not allow wage garnishment for this kind of thing. I would like to keep this out of court. Should I contact the attorney, collection agency or the court.

Who still owns the debt, if the credit card company owns the debt you can contact them, but any agreement has to be in writing. So if they still take you to court ( does happen) you can show up and show them the payment agreement)

What ever you do, make sure you either answer within the given time frame, and if you are mailing the answer, send it via certified mail, return receipt requested so you have proof it was submitted in time.
If you received a hearing or court date, no matter what conversations you have with anyone, be sure to show up for the hearing or court date, without exception, even if their attorney tells you that it is all taken care of and you don't have to appear. Go anyway.
If they show up and you don't, they will be awarded a judgment by default for your failure to appear. I've seen stories of people who paid the debt, but didn't go to court and ended up with a judgment, after the debt was paid. Sure, they were able to sort it all out, but could have avoided all the time and headache by showing up with the paid in full receipt.
